Wai-wu Pu have appointed Dr. Jen as councillor of the board to resume negotiations with me.
As regards treatment of 1911 uncertified opium, I presume that I should be guided by your telegram No. 21, which states that there will be no distinction between certified and uncertified opium, and not by the Government of India telegram of 31st January, which disclaims all responsibility of 1911 uncertified opium.
